2016\u5e746\u6708\uff0cSaguenay\u5730\u533a\u4e00\u540d22\u6708\u5927\u7684\u7537\u7ae5Thomas Audet\u4e4b\u6b7b\u66fe\u9707\u52a8\u4e86\u6574\u4e2a\u9b41\u5317\u514b\u793e\u4f1a\uff0c\u56e0\u4e3a\u5728\u4ed6\u53bb\u4e16\u524d\u4e00\u4e2a\u6708\u5c31\u66fe\u56e0\u7591\u4f3c\u53d7\u5230\u6bcd\u4eb2\u8650\u5f85\u800c\u88ab\u4e3e\u62a5\u5230\u8be5\u5730\u533a\u7684\u513f\u7ae5\u4fdd\u62a4\u7ec4\u7ec7DPJ\uff08Direction de la protection de la jeunesse\uff09\u3002\u5b69\u5b50\u7684\u4eb2\u751f\u7236\u4eb2\u548c\u7956\u7236\u6bcd\u8ba4\u4e3a\u5982\u679cDPJ\u65e9\u70b9\u4ecb\u5165\u7684\u8bdd\uff0c\u5b69\u5b50\u53ef\u80fd\u4e0d\u4f1a\u6b7b\u4ea1\uff0c\u4e3a\u6b64\u4ed6\u4eec\u5728\u4eca\u5e742\u6708\u4efd\u4e0a\u8bc9\u9b41\u7701\u9ad8\u7b49\u6cd5\u9662\uff08Cour sup\u00e9rieure du Qu\u00e9bec\uff09\u8d77\u8bc9\u5f53\u5730\u7684CIUSSS\uff08Centre int\u00e9gr\u00e9 universitaire de sant\u00e9 et de services sociaux\uff09\uff0c\u8981\u6c42\u8d54\u507f108\u4e07\u3002<\/p>\n

\u5c0fThomas\u6b7b\u540e\uff0c\u5f53\u65f6\u9b41\u7701\u8d1f\u8d23\u9752\u5c11\u5e74\u4fdd\u62a4\u548c\u516c\u5171\u5b89\u5168\u7684\u90e8\u957fLucie Charlebois\u59d4\u6258\u4eba\u6743\u59d4\u5458\u4f1a\uff08Commission des droits de la personne\uff09\u5bf9DPJ\u7684\u5de5\u4f5c\u662f\u5426\u5f97\u5f53\u5c55\u5f00\u8c03\u67e5\u3002\u4e00\u5e74\u540e\uff0c\u4eba\u6743\u59d4\u5458\u4f1a\u7684\u8c03\u67e5\u8ba4\u4e3a\u8be5\u5730\u533a\u7684DPJ\u5728\u8fd9\u8d77\u60b2\u5267\u4e2d\u8d1f\u6709\u4e0d\u53ef\u63a8\u5378\u7684\u8d23\u4efb\uff0c\u5e76\u63d0\u51fa\u4e8623\u6761\u6539\u8fdb\u5efa\u8bae\u3002<\/p>\n

\u4e0d\u5230\u4e24\u5e74\uff0c\u7c7b\u4f3c\u7684\u60b2\u5267\u5728Granby\u5e02\u518d\u6b21\u53d1\u751f\uff0c\u5728DPJ\u77e5\u60c5\u5e76\u8ddf\u8fdb\u7684\u60c5\u51b5\u4e0b\uff0c\u4e00\u540d7\u5c81\u7684\u5973\u5b69\u88ab\u5176\u4eb2\u751f\u7236\u4eb2\u548c\u7ee7\u6bcd\u8650\u5f85\u81f4\u6b7b\u3002<\/p>\n

2019\u5e744\u670829\u65e5\u4e0a\u5348\uff0c\u9b41\u7701\u516c\u5b89\u5168\u5385\uff08S\u00fbret\u00e9 du Qu\u00e9bec\uff09\u63a5\u5230\u62a5\u8b66\u7535\u8bdd\uff0c\u79f0\u4e00\u540d\u5973\u5b69\u53ef\u80fd\u906d\u53d7\u5176\u7236\u6bcd\u7684\u8650\u5f85\u3002\u8b66\u65b9\u8d76\u5230\u540e\uff0c\u5728\u4e00\u95f4\u88ab\u9501\u4f4f\u7684\u623f\u95f4\u5185\u53d1\u73b0\u4e86\u53cc\u624b\u88ab\u53cd\u7ed1\uff0c\u5634\u5df4\u88ab\u585e\u4f4f\u7684\u5973\u5b69\u3002\u636e\u8b66\u65b9\u63cf\u8ff0\uff0c\u5c0f\u5973\u5b69\u88ab\u53d1\u73b0\u65f6\uff0c\u5df2\u7ecf\u88ab\u56da\u7981\u4e86\u6570\u4e2a\u5c0f\u65f6\uff0c\u5904\u4e8e\u660f\u8ff7\u72b6\u6001\uff0c\u751f\u547d\u5c8c\u5c8c\u53ef\u5371\u3002<\/p>\n

\u5c0f\u5973\u5b69\u7684\u60b2\u60e8\u7ecf\u5386\uff0c\u5728\u6574\u4e2a\u9b41\u7701\u5f15\u8d77\u5f88\u5927\u7684\u9707\u52a8\u3002\u4e8b\u53d1\u4ee5\u6765\uff0c\u9b41\u7701\u5404\u5730\u7684\u6c11\u4f17\u7edc\u7ece\u4e0d\u7edd\u7684\u3001\u81ea\u53d1\u6765\u5230\u6848\u53d1\u5730\uff0c\u8fd8\u6709\u5f88\u591a\u968f\u5bb6\u4eba\u524d\u6765\u7684\u5b69\u5b50\uff0c\u5728\u5c0f\u5973\u5b69\u751f\u524d\u4f4f\u6240\u7684\u95e8\u524d\u8349\u5730\u4e0a\u6216\u653e\u4e0a\u4e00\u675f\u9c9c\u82b1\uff0c\u6216\u7559\u4e0b\u5404\u79cd\u6bdb\u7ed2\u73a9\u5177\uff0c\u6216\u653e\u7f6e\u5bc4\u6258\u54c0\u601d\u7684\u5361\u7247\u3002\u9b41\u7701\u8bae\u4f1a\u751a\u81f3\u4e3a\u5979\u7684\u6b7b\u9ed8\u54c0\u4e00\u5206\u949f\uff0c\u7701\u957fFran\u00e7ois Legault\u8868\u793a\u9b41\u7701\u5c06\u5bf9\u6b64\u4e8b\u8fdb\u884c\u8c03\u67e5\uff0c\u5e76\u627f\u8bfa\u8c03\u67e5\u8fc7\u7a0b\u548c\u7ed3\u679c\u900f\u660e\uff0c\u8ba9\u9b41\u7701\u6c11\u4f17\u77e5\u9053\u5230\u5e95\u53d1\u751f\u4e86\u4ec0\u4e48\u3002\u9664\u4e86\u9b41\u7701\u5b89\u5168\u5c40\u6b63\u5728\u8fdb\u884c\u7684\u72af\u7f6a\u8c03\u67e5\uff0c\u9b41\u7701\u536b\u751f\u548c\u793e\u4f1a\u670d\u52a1\u90e8\u957fLionel Carmant\u8fd8\u8981\u6c42\u4eba\u6743\u548c\u9752\u5c11\u5e74\u6743\u76ca\u59d4\u5458\u4f1aCDPDJ\uff08Commission des droits de la personne et des droits de la jeunesse\uff09\u5bf9Estrie\u5730\u533a\u7684DPJ\u548cCIUSSS\u8fdb\u884c\u5185\u90e8\u884c\u653f\u8c03\u67e5\uff0c\u540c\u65f6\u9b41\u7701\u8fd8\u542f\u52a8\u4e86\u9a8c\u5c38\u5b98\u7684\u516c\u5171\u8c03\u67e5\uff0c\u76f8\u4fe1\u4e0d\u4e45\u7684\u5c06\u6765\uff0c\u6211\u4eec\u4f1a\u5bf9\u8fd9\u573a\u60b2\u5267\u7684\u53d1\u751f\u6709\u66f4\u8be6\u5c3d\u7684\u4e86\u89e3\u3002<\/p>\n

DPJ\u96be\u8f9e\u5176\u548e<\/strong><\/p>\n

\u5c0f\u5973\u5b69\u7684\u60b2\u60e8\u7ecf\u5386\u4e4b\u6240\u4ee5\u8ba9\u6574\u4e2a\u9b41\u7701\u4eba\uff0c\u4e0d\u8bba\u662f\u653f\u754c\u4eba\u58eb\u8fd8\u662f\u666e\u901a\u6c11\u4f17\uff0c\u90fd\u611f\u5230\u4e0d\u89e3\u548c\u6124\u6012\uff0c\u56e0\u4e3a\u8fd9\u5e76\u4e0d\u662f\u4e00\u4e2a\u65e0\u4eba\u77e5\u6653\u7684\u53d7\u5bb3\u8005\uff0c\u800c\u662f\u4ece\u5979\u4e00\u51fa\u751f\u5c31\u88ab\u5f53\u5730\u7684DPJ\u5173\u6ce8\u548c\u8ddf\u8fdb\u7684\u5b69\u5b50\u3002\u5728\u5979\u77ed\u6682\u7684\u6210\u957f\u8fc7\u7a0b\u4e2d\uff0c\u533b\u9662\u3001DPJ\u7ec4\u7ec7\u3001\u793e\u533a\u7ec4\u7ec7\u3001\u6cd5\u5ead\u4ee5\u53ca\u5b66\u6821\u90fd\u66fe\u6709\u8fc7\u4ecb\u5165\uff0c\u8bb8\u591a\u4eba\u800c\u4e14\u662f\u8d1f\u8d23\u513f\u7ae5\u4fdd\u62a4\u7684\u6210\u5e74\u4eba\u548c\u5979\u6709\u8fc7\u4ea4\u96c6\uff0c\u5374\u8ba9\u5979\u5fcd\u9965\u6328\u997f\uff0c\u4f24\u75d5\u7d2f\u7d2f\uff0c\u6700\u7ec8\u6b7b\u5728\u7236\u6bcd\u7684\u8650\u5f85\u4e0b\u3002\u8fd9\u6837\u7684\u4e8b\u60c5\u53d1\u751f\u5728\u73b0\u4ee3\u793e\u4f1a\uff0c\u53d1\u751f\u5728\u88ab\u8a89\u4e3a\u201c\u513f\u7ae5\u4fdd\u62a4\u5929\u5802\u201d\u7684\u52a0\u62ff\u5927\uff0c\u53d1\u751f\u5728\u6781\u5176\u91cd\u89c6\u4eba\u6743\u7684\u9b41\u5317\u514b\u5b9e\u5728\u4ee4\u4eba\u532a\u5937\u6240\u601d\uff0c\u5230\u5e95\u662f\u54ea\u91cc\u51fa\u4e86\u6f0f\u6d1e\uff1f\u6211\u4eec\u53c8\u8be5\u5438\u53d6\u4ec0\u4e48\u6837\u7684\u6559\u8bad\u4ee5\u9632\u6b62\u7c7b\u4f3c\u7684\u60b2\u5267\u91cd\u6f14\uff1f<\/p>\n

\u9b41\u7701\u7684DPJ\u6700\u65e9\u662f\u4e3a\u5b9e\u65bd1977\u5e74\u9881\u5e03\u7684\u9752\u5c11\u5e74\u513f\u7ae5\u4fdd\u62a4\u6cd5\uff08Loi sur la protection de la jeunesse\uff09\u800c\u6210\u7acb\u7684\uff0c\u5728\u5168\u7701\u8bbe\u670919\u4e2a\u513f\u7ae5\u4fdd\u62a4\u4e2d\u5fc3\uff0c\u4f46\u8fd1\u5e74\u6765\u793e\u4f1a\u4e0a\u9488\u5bf9DPJ\u7684\u6279\u8bc4\u58f0\u4e0d\u7edd\u4e8e\u8033\u3002\u9664\u4e86\u4e00\u4e9b\u4e2a\u4eba\u6295\u8bc9\u5916\uff0c\u9b41\u7701\u7535\u53f0\u4e3b\u6301\u4ebaPaul Arcand\u57282005\u5e74\u62cd\u6444\u7684\u7eaa\u5f55\u7247\u300a\u7ae5\u5e74\u5077\u7a83\u8005\u300b\uff08Les Voleurs d’enfance\uff09\u76f4\u6307DPJ\u7684\u6697\u9ed1\u5185\u5e55\uff0c\u63ed\u793a\u8fd9\u4e2a\u673a\u6784\u7684\u81c3\u80bf\u3001\u5b98\u50da\u548c\u51b7\u6f20\uff0c\u5f15\u8d77\u5f88\u5927\u53cd\u54cd\u3002Radio Canada\u7684\u8c03\u67e5\u680f\u76eeEnqu\u00eate\u57282013\u5e74\u64ad\u51fa\u7684\u300aDesjardins\u5927\u8857\u7684\u79d8\u5bc6\u300b\uff08Les secrets de la rue Desjardins\uff09\u66f4\u662f\u628aDPJ\u5de5\u4f5c\u7684\u6548\u7387\u4f4e\u4e0b\u548c\u65e0\u4f5c\u4e3a\u516c\u4e4b\u4e8e\u4f17\u3002\u5728\u8282\u76ee\u4e2d\uff0c\u516c\u4f17\u591a\u6b21\u6295\u8bc9\u4e00\u5bb6\u5ffd\u89c6\u5b69\u5b50\u7167\u987e\uff0c\u751a\u81f3\u4e0d\u7ed9\u5b69\u5b50\u5403\u9971\u7684\u5bc4\u517b\u5bb6\u5ead\uff0c\u800c\u8d1f\u8d23\u7684DPJ\u5374\u65e0\u52a8\u4e8e\u8877\uff0c\u76f4\u5230\u8282\u76ee\u64ad\u51fa\u540e\uff0c\u5f15\u53d1\u516c\u4f17\u8206\u8bba\u8c34\u8d23\u540e\uff0c\u8fd9\u4e2a\u5bf9\u88ab\u6551\u52a9\u7684\u5b69\u5b50\u6765\u8bf4\u540c\u6837\u5371\u9669\u7684\u5bc4\u517b\u5bb6\u5ead\u624d\u88ab\u5173\u95ed\u3002\u5c0fThomas\u6b7b\u4ea1\u8c03\u67e5\u63ed\u793a\u7684DPJ\u5b58\u5728\u95ee\u9898\u548c\u6539\u8fdb\u5efa\u8bae\u4f3c\u4e4e\u4e5f\u53ea\u9002\u7528\u4e8e\u53d1\u751f\u60e8\u6848\u7684Saguenay\u5730\u533a\uff0c\u5176\u4ed6\u5730\u533a\u7684DPJ\u4f9d\u7136\u6545\u6211\u3002\u540c\u65f6\uff0c\u4ece\u4e8b\u513f\u7ae5\u4fdd\u62a4\u7684\u4e1a\u5185\u4e13\u5bb6\u4e5f\u627f\u8ba4\uff0c\u76ee\u524d\u9b41\u7701\u7684\u9752\u5c11\u5e74\u4fdd\u62a4\u65b9\u9762\u5b58\u5728\u7740\u4e25\u91cd\u7684\u95ee\u9898\u3002<\/p>\n
