Zheng Lei, director of the Digital and Mobile Governance Laboratory at Fudan University and professor at the School of International Relations and Public Affairs, believes that this Construction Guideline is the first document in China to provide detailed guidance on digital empowerment, \u201cIt is not only guidance, but also a detailed list of what I have, what is for you, how to empower at the municipal level, and how to operate at the district level, and to make it all clear, I think it\u2019s very important.\u201d<\/p>\n
