Shanghai digital empowerment to the streets, towns, neighbourhoods villages and other grassroots units to promote

Towns, villages and other grass-roots units have a strong demand for public data and common tools, but often do not know what the city and district municipal unified construction of the digital results, resulting in cross-level digital empowerment of the effectiveness of the diminishing level by level, how to solve this problem?

On the 15th, the digital “six major battles ” results of the integrated application of the site and the “Shanghai Guidelines for the Construction of Digital Applications to Empower Villages” release ceremony was held in Shanghai, the General Office of the Shanghai Municipal People’s Government jointly with the Shanghai Institute of Digital Governance issued the “Shanghai Empowered Village Digital Application Construction Guidelines” (hereinafter referred to as: “Construction Guidelines”), which provides practical paths for grassroots units in the form of “tool books”.

“During the grassroots research process, we found that grassroots units often don’t know what is available in the city and districts and how to use it; on the other hand, the compartmentalization leads to a lack of holistic digital empowerment, a lack of systematic integration, and a failure to bring into play the multiplying effect of multiple digital technologies.” Yin, the person in charge of the Data Development and Management Office of the Municipal Government Office, talked about the Construction Guidelines, especially emphasizing practicality, such as adhering to the grass-roots needs and governance objectives, sorting out and selecting several application scenarios, “many of the scenarios, though tiny, can help residents and village cadres to solve practical problems and can bring some convenience to the public’s work and life, and that’s what the Construction Guidelines can bring the greatest significance.”

The “Construction Guidelines” issued this time around the infrastructure, capacity support and application construction of three levels, guiding the city, district, street towns, neighbourhoods and villages to clarify their respective positions in digital construction, and to strengthen cross-departmental and cross-level digital synergy.

In the view of Zhang Yuxiang, deputy director of the General Office of the Shanghai Municipal Government, these “Construction Guidelines” opened the vertical barriers to data circulation, “unlike the original, there is now a large amount of data is not collected to the various departments, but first precipitated into the city’s big data centre, and sometimes need to carry out data cleansing and standardization of norms, and then back to the departments in need. ”

It is reported that the Construction Guidelines have sorted out several component-based services, such as map components, empowerment components, twin components, event components, command components and so on. These components have standardized features, like a product supermarket, and can be taken and used by grassroots application units and developed in an agile manner.

On the other hand, the Construction Guidelines summarize some commonly used digital scenarios for grassroots governance and services, and put forward a list of 4 major areas and 25 application scenarios for construction, so that districts can guide the grassroots to further carry out systematic benchmarking, and comprehensively push forward the digitalization of the construction and application of the security, governance, services, and economy of the villages and neighbourhoods.

Zheng Lei, director of the Digital and Mobile Governance Laboratory at Fudan University and professor at the School of International Relations and Public Affairs, believes that this Construction Guideline is the first document in China to provide detailed guidance on digital empowerment, “It is not only guidance, but also a detailed list of what I have, what is for you, how to empower at the municipal level, and how to operate at the district level, and to make it all clear, I think it’s very important.”

The release of the “Construction Guidelines” can be said to be a milestone in Shanghai’s efforts to accelerate digital transformation.

According to reports, the digital ” six major battles ” focus on the urgent needs of the mega-city fine governance, around the development and application of new technology trends, comprehensively consolidating the digital government infrastructure base, to promote the digital transformation of the city to further enhance the level.

Shanghai Jiading District, Anting Town, Xingming Village, for example, the digital governance platform to the required action, optional action, characteristic action as a classification standard, to small micro-grid governance as the basis for the construction of grass-roots governance digital platform, through the three-dimensional modelling covering people, houses, land, institutions, industry, and other points, to create five major sections of “neighbourhood”, “safe living”, “liveable”, “prosperous living” and “enjoyable living”, expand application scenarios that meet actual needs, and establish a list-based workflow.
